The Local Reporter is the officializer. The Local Reporter does not catch the Biter. The Local Reporter does not gasp like the Panic Parent. The Local Reporter declares that what is happening is news, and by declaring it, makes it so. Microphone in hand, camera crew somehow already on site, hair held together by sheer professional momentum, the Local Reporter narrates the food court into a national incident in real time. Adults in the area suddenly stand up straighter. Children become evidence. The Mall Cop's radio chatter is now a quoted source. Nothing about the situation has actually escalated, except the framing, which has gone vertical.
In-game, The Local Reporter is the visibility and pressure unit: deadpan narration of nearby events (Small), a "Live Incident Zone" with a visible camera crew that draws other NBCs (Medium), and a Breaking Alert broadcast that briefly reveals active Biters on the map (Large, stretch). The reveal is the most directly anti-Biter NBC ability in the game, and is server-authoritative. Skilled Biters learn to bite, escape the Live Incident Zone before the camera lines up, and let the Local Reporter file a dramatic report about a Biter who is, in fact, already at the Tray Return Zone eating fries.
