The Panic Parent is the amplifier. Whatever is happening, the Panic Parent has already prepared three contingency plans for it, and is about to deploy all three at once. Grocery bags are weaponized as warning flags. Wipes are deployed at full extension. Other parents are notified within seconds. The Panic Parent does not chase the Biter, because chasing is the Mall Cop's job. The Panic Parent escalates the social temperature of the entire food court until the Mall Cop has to respond. The Panic Parent has been warning the neighborhood about the ankle phase for months. Today, the Panic Parent is finally vindicated, and is furious about it.
In-game, The Panic Parent is the AOE comedy unit: a dramatic gasp and raised grocery bags (Small), a panic-cluster broadcast that bumps nearby NBCs up a reaction tier (Medium), and the "Emergency Snack Distraction" snack drop that can lure Biters or NBCs into the wrong place at the wrong time (Large, stretch). Cluster effects are server-authoritative. Skilled Biters learn to operate at the edges of the Panic Parent's radius, biting just outside the cluster and letting the Panic Parent collapse three NBCs onto a spot the Biter is no longer standing in. Beginners learn the hard way.
